Five (5) years' experience working in a related discipline, with three (3) years being in a management role. Previous executive level management preferred.

Job Description
The City of Norfolk, Department of Communications & Information Technology is seeking an innovative and results oriented professional for the position of Chief Marketing Officer (CMO).

The CMO is responsible for the development and execution of the City's strategic marketing communication strategy and related implementation programs to most effectively and efficiently communicate with the City of Norfolk's major constituents and stakeholders.

Primary goals of the CMO are to promote, enhance and protect the city's (municipal government) and Norfolk's (the place) overall brand reputation; drive overall awareness and familiarity of the City's assets, services, programs and initiatives (services); increase use of and satisfaction with these services; increase broader stakeholder engagement with the City; and ensure transparency and easy access to the City's ongoing work.

The CMO will work closely with the City's senior leadership on a variety of strategic initiatives and will be an ambassador for the organization by building relationships with key individuals and organizations outside the City structure.

Essential Functions
While overseeing the divisions of Account Services, Creative Services, Media Relations & Strategic Partnerships, and Media Channels; the responsibility of the CMO will be to market communication strategy; cultivate and run a professional marketing communications department and related systems for the City; maintain and enforce the City's brand identity, including logos, color schemes and templates for items such as business cards, letterhead, etc.; grow the City's various "owned" communications channels including web, e-newsletters and email blasts, social media and broadcast and video services and incoming customer service calls; establish and maintain contracts, vendors and staff that support marketing communications and programs; and track and report performance to City leadership and other constituents.

Essential functions of this position include but are not limited to:

Marketing Communications and Marketing Strategy
Develop and implement an integrated strategic communications and marketing plan to advance the City's brand identity; broaden awareness of programs and priorities and increase the visibility of key messages and programs across key stakeholder audiences.
Conduct and/or analyze market research to inform the communications and marketing plan. Evaluate the effectiveness of communications and marketing tools and adjust accordingly.
Identify challenges and emerging issues faced by the City; gather input from leadership team and staff to recognize internal and external threats and opportunities and define and execute appropriate strategies to address them.
Serve as communications, marketing and brand counselor to City's leadership team.
Develop and be prepared to implement a crisis communications plan; serve as one of the primary external communicators during a crisis.

Brand Building and Story Telling
Develop, strengthen and manage Norfolk's unique and compelling brand.
Ensure Norfolk's brand is strong and consistent in all communications, marketing and branding tools.
Work with external partners to continually build and develop Norfolk's brand locally, statewide, nationally and internationally.

Operations and Management
Oversee development of all print and electronic communications channels including the City's website, social media, broadcast and video services. Manage relationships with associated vendors.
Create templates for staff use; oversee the preparation of talking points, speeches, presentations and other supporting materials.
Oversee the administrative activities of the communications and marketing function including human resources, budgeting, planning, development and time management.
Serve as a back-up spokesperson on media interactions that promote or impact the organization.

Visionary Leadership and Team Development
Lead a centralized communications and marketing team and coordinate with a "dotted line" team of decentralized communications and marketing staff in some of the City's departments.
Promote a culture of high performance and continuous improvement that values a commitment to achievement and quality.
Recruit, motivate and retain a high-performance workforce.
Develop a collaborative staff team using a supportive and open approach.
Establish and monitor staff performance and development goals, assign accountabilities, set objectives, establish priorities, conduct annual performance evaluations.
Critical Success Factors

The CMO will have a series of SMART goals to accomplish which are specific, measurable, achievable, results-focused, and time-bound. These goals will be shared with the final CMO candidate(s) prior to an in-person interview.
