EDUCATION AND EXPERIENCE: Bachelor’s Degree in accounting or related field and ten years of increasingly
responsible experience in accounting or fiscal operations, preferably in the public sector. At least two years of
administrative and supervisory responsibility required.
CERTIFICATES, LICENSES, REGISTRATIONS: Certified Public Accountant (CPA) preferred.

Job Description
SUMMARY: The City Treasurer is appointed by the Mayor, for a two-year term, and performs a variety of
technical, administrative and supervisory work in planning, organizing, directing and implementing the activities
and operations of the City Treasurer Department. The City Treasurer oversees accounting, purchasing, and the
investment and maintenance of all City funds; coordinates assigned activities with other City departments and
outside agencies; and provides highly responsible and complex administrative support to the Mayor.
SUPERVISORY RESPONSIBILITIES: Receives general administrative direction from the Mayor. Exercises direct
supervision over management, supervisory, professional, technical and clerical staff.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The following duties and responsibilities are illustrative of the primary
functions of this position and are not intended to be all inclusive.

• Assume full management responsibility for all City Treasurer Department services and activities including
accounting, purchasing, and the investment and maintenance of all City funds; recommend and
administer policies and procedures.
• Manage the development and implementation of City Treasurer Department goals, objectives, policies,
and priorities for each assigned service area.
• Establish, within City Policy, appropriate service and staffing levels; monitor and evaluate the efficiency
and effectiveness of service delivery methods and procedures; allocate resources accordingly.
• Plan, direct and coordinate, through subordinate level managers, the City Treasurer Department’s work
plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and
procedures; meet with management staff to identify and resolve problems.
• Assess and monitor work load, administrative and support systems, and internal reporting relationships;
identify opportunities for improvement; direct and implement changes.
• Select, train, motivate and evaluate City Treasurer Department personnel; provide or coordinate staff
training; work with employees to correct deficiencies; implement discipline and termination procedures.
• Oversee and participate in the development and administration of the City Treasurer Department budget;
approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve
expenditures and implement budgetary adjustments as appropriate and necessary.
• Prepare journal entries for daily transactions and enter them into the computer.
• Determine investment options for City funds; manage the City’s investment portfolio to maximize interest
earnings; direct and participate in the procurement of City goods and services.
• Balance the City’s general ledger and prepare monthly reports; sign all City checks.
• Assist auditors during year=end audits; prepare and execute all year-end procedures to close out the
fiscal year.
• Explain, justify and defend City Treasurer Department programs, policies, and activities; negotiate and
resolve sensitive and controversial issues.
• Represent the City Treasurer Department to other City departments, elected officials and outside
agencies; coordinate City Treasurer Department activities with those of other departments and outside
agencies and organizations.
• Provide staff assistance to the Mayor and City Council; participate on a variety of boards, commissions
and committees; prepare and present staff reports and other necessary correspondence.
• Provide staff support to assigned boards and commissions.
• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the
field of finance and accounting.
• Respond to and resolve difficult and sensitive citizen inquires and complaints.
• Perform related duties and responsibilities as required.
